PAN Card Services through CSCs - UTL 
A Memorandum of Understating (MoU) has been signed between CSC-SPV and UTI Infrastructure Technology Services Ltd. (UTIITSL) on July 16, 2011. The MOU with UTIITSL will enable CSCs across India to provide PAN cards. UTIITSL will use CSCs as authorized PAN centers and make the VLEs as PAN Service Agents. UTIITSL is a Government of India Company (owned by Ministry of Finance) having a network of 60 branches all over India. UTIITSL has been authorized by the Department of Income Tax (CBDT) to issue PAN Cards.

SPV will enable UTIITSL to partner with SCAs of the Scheme for making the VLEs as PAN Agents. UTIITSL is to provide detailed guidelines for the SCA and the VLE and terms and conditions to become PAN Service Agents (PSA) through weblink. The company shall also provide training required to function as PSA to the VLEs free of cost.

The State of Maharashtra started the CSC implementation in September 2008 by appointing four SCAs, viz, CMS Computers, Reliance Communications, Spanco and 3i Infotech, to rollout 1181 CSCs across the State. It was envisaged that each CSC would cater to 4 villages. However, due to non-performance 3i Infotech’s contract was terminated and Bharat Samruddhi Finance Ltd. was selected in its place in January 2011. By August 2011, 9336 CSCs have been rolled out in the State, with over 80% having connectivity.

Setu Maharashtra, the State Designated Agency has taken a number of steps to make a number of G2C services available to the citizens via the CSCs, including 96 Revenue Department services, land records, ration card and employment exchange services. Already over 22 lakh G2C certificates and affidavits have been issued through CSCs. Currently test runs are being conducted for delivery of e-District services as well. UID enrolment in the State is also taking place through the CSCs.

Further, the SCAs have taken a proactive step to offer a range of B2C services including IRCTC services, electricity bill collection, insurance sale and premium collection, mobile sim sales and recharges, DTH services and online job registration. Currently a few districts are offering Pension services as well. Education is a key service that is being successfully delivered through CSCs in the State. SCAs have tied up with the Maharashtra Knowledge Corporation (MKCL), to offer the popular MS-CIT computer course. Currently, the State is enabling, various Banks to leverage the CSC network to offer banking services to ensure financial inclusion amongst its citizens.

Ajitkumar Gajanan Jawale is a resident of Nelkaranji in the Atpadi District in the State of Maharashtra. Previously, he served as a primary school teacher before he started his own CSC in his village. Ajitkumar says that in his total experience of 1.5 years of running the CSC, he faced a few challenges while learning about Internet usage to provide online services. He is really happy with the contribution of his CSC in extending G2C and B2C services to the citizens. The top performing services in his area are Income Tax and Caste Certificate. He is earning between Rs 10,000 to 12,000 per month. In the coming times, AjitKumar aims to extend more and more G2C services in his area to make e-Governance a success in his State and Country.
